The abandonment of fossil fuels and the gradual transition towards a carbon-neutral economy, guaranteeing energy supply, is one of the main challenges of our time at a global level and is the direction towards which the energy scenario in Andalusia is heading.
The transition towards a new energy model is also an opportunity to strengthen the business network and the generation of employment, with positive effects on economic activity.
Andalusia's energy planning and the resulting lines of action have as a reference framework the energy policy established by the European Union, which has proposed an energy transition aimed at achieving a net zero level of greenhouse gas emissions by 2050, as set out in its Green Pact.
The European Union is adopting a comprehensive set of measures aimed at reducing our contribution to global warming and guaranteeting a reliable and sufficient energy supply, with collective responsibility for ensuring a fair and mutually supportive energy transition. To this end, it has established three successive frameworks in the short (Climate and Energy Package to 2020), medium (Climate and Energy Framework 2030) and long term (Long-term Strategy 2050), based on increased energy efficiency, greater participation of renewable energies and an integrated and interconnected energy market.
To help achieve these objectives, Andalusia is acting in all sectors and areas, with special emphasis on those in which energy plays a fundamental role, and in which it is best positioned in terms of competitiveness, development of business projects and job creation, such as the building and mobility sectors. The Autonomous Community also finds a very important sector of opportunity in the development of renewable energies, thanks to its abundant resources identified in the study Potential for renewable plants in Andalusia, and maintains a leadership position in the generation of electricity from sources such as solar photovoltaic energy, which in Andalusia is being promoted through the Andalusian Round Table for self-consumption, and wind power; in addition to extensive knowledge of biomass generation and its use.
On 12 January 2021, the Governing Council of the Andalusian Regional Government took note of the document entitled Andalusian Energy Guidelines, Horizon 2030, drawn up by the Andalusian Energy Agency, which will guide policy on the promotion of renewable energies, energy savings, energy efficiency and the development of energy infrastructures in the autonomous region over the next 10 years to enable a green revolution that will position Andalusia as a reference region in the energy transition.
On 23 March 2021, the Governing Council approved the formulation of the Energy Strategy for Andalusia 2030, which aims to promote the transition to a carbon-neutral energy model, more efficient by incorporating the premises of the circular economy, which guarantees access to safe and sustainable energy for all, and which impacts on economic growth and the generation of employment by offering opportunities from the business, industrial and employment point of view.
The Energy Strategy for Andalusia 2030 was approved by the Governing Council, by Agreement of 7 June 2022 (BOJA (Official Gazette of the Autonomous Community of Andalusia) number 112 of 14 June 2022). The 6 main objectives of the energy transition have been defined, including the 12 strategic lines that will be promoted by the Andalusian Regional Government to achieve them.
